But that Agency is a multimillion dollar agency..and if it comes to the BCO who is going to bring in $100,000 dollars on one truck and a Agency who is bringing in Millions..Will Landstar do anything about it?
Landstar Hasn't and I am not sure what Landstar can do about it..I don't think it is illegal..
No, it isn't "technically" illegal because the Landstar agent represents a carrier, and there are many agents in the Landstar system who do nothing but double broker loads. But as you stated earlier, you have a choice not to haul those loads. There are many, many agents in the system who actually have real customers.

Landstar accepts freight from other Agencies...and the agencies take the cut before it is passed on to Landstar..
If you own two agencies or three....AND you are a Landstar Agent....then...???
Yes, there are Agents who have real customers..and I try to only accept freight from those Agents..

Yep @ about 7 weeks ago, I lost count of time cuz my trailer sat in Nv. for about 3 weeks.
Had my own authority for quite a while but never bothered to use it, lot easier to let someone else do all the paperwork

This cannot happen with the Landstar system. When a BCO accepts a load, that load is billed. Right then and there. It is assigned a load number by Landstar when the agent enters in the load information. Landstar then uses that information to base the available advance to the BCO off of. Landstar is the one who is billing the load, not the agent.

If an agent were "skimming", then he would have to do it with the shippers knowledge and consent, because Landstar is the one paying the agent, not the shipper.

The shipper would have to bypass Landstar and give money directly to the agent. Somehow, I just don't see shippers engaging in fraud this way, especially when it isn't helping them out.
I broke that up, so I could read it.

As far as the customer is concerned, he is doing business with xyz company, which happens to be an agent for Landstar and a dozen other carriers.

I do not think it is fraud, if an agent bills the customer and receives payment from the customer, then remits Landstar money to Landstar.
Just depends on which carrier the agent books the load through...

This happens, a lot.
Landstar has a history of taking ownership of customers, away from agents. The agents will seek to get some of their due, one way or another.

I ain't no lawyer, though.

Now I understand what you are getting at. I've heard of similar scenarios to this, however it all boils down to what a BCO accepts. Don't accept a load that is below what you would haul a load for, and you have no problem.

Well, congratulations.
Was there that much difference in the paperwork load?

That isn't how the Landstar system works though. The agent isn't billing anything. Landstar does the billing. The manifest gets sent to Landstar, not the agent. Landstar pays the agent, just like they pay the BCO.

You might be right, but I have my doubts that it is 100%.
