I would look in the FMCSA Regs book. I had a situation where my employer wanted me to run trucks to and from the shop. According to Washington State Commercial Motor Vehicle Enforcement, I could log it either way since it was close to my teminal (within 100 air miles). However, it would put me on duty, either way and burn my 14 hour clock. So, in my case I just ran it and did not log it.

When in question call the local DOT office and ask them.
