We will train you in the great ways of the east coast yet Colin
I was told we never count the steer axle when referring to a truck in Maryland. Heck even the state law regarding Dump trucks refers to a 4 axle truck as a Tri-Axle. If you hear it every day all day, it gets stuck in your head.

A car would be a "mono axle".
Just as MKW said, when describing a truck as a tandem, tri axle, quad axle, etc. the steer axle isn't counted.
Maybe because the steer axle is common to all truck configurations?
I'm in WI and also lived on the East coast when I was younger, and axles are counted the same here as they were there.
Then again there are trucks that have 2 steer axles, so I guess by this logic you'd have to ignore the presence of both of them.
