Sounds like one for an attorney, tahawus. Better to check, and make sure you are "most likely legal" before you do something that might jeopardize your authority or whatever. I expect if you called DMV in New York, they would tell you that you must register there. But if there is a legal loophole with a clear advantage to you, go for it... IMHO. 8)
