The CB still has to have power to it, though.

 

Being under an overpass is never a good idea with ANY tornado. Your chances of survival diminish significantly. If that overpass takes a direct hit, you have debris to worry about(this is the major killer vs the tornado itself) and the wind speeds have been shown to more than double what the tornado itself is producing due to the Ventrini Effect. Tornado's also have a sucking effect, a ditch isn't any better if it passes right over you other than it gets you out of the line of fire against the debris zipping around. It's what's in that wind that kills you. Just because you've seen it on TV where people have taken shelter under an overpass and survived doesn't mean it will work for you. There's been more than a few people who have gone under overpasses because they saw it on TV and not survived.

A ditch is considered the best option just to get you out of the line of fire from debris. If a large tornado(4-5) passes anywhere close to you in that ditch it will pick you up and fling you elsewhere. The best option with those are to be underground.
