There is enough blame in this one for everyone. Although, the problem with your point is that the buses would have been underwater when you purport she was "sticking them in the super dome". The super dome was a designated shelter for evacuees with special needs. Basically, for people who could not or did not want to leave the city.

Obviously someone thought Katrina was a big enough threat to call for a state of emergency, yet GH claims they didn't think they would get a direct hit. Hopefully if there is a next time N.O. will call FL and get some advice on how to do it right.
