FEDS dont pay the fuel surcharge. Its makes no differennce how big the carrier is. The surcharge is based on the price of fuel. A shipper can negotiate a set price for a given load plus a variable surcharge based on national fuel price averages. That way they dont renegotiate the contract all the time. I'm sure we can get an O/O to elaborate.
