Default Question about California law regarding Air horn and City horn

Does California require both horns to be operational? I am having a disagreement with lead mechanic,who thinks only one needs to be operating. My city horn is not working,I say that it must because some cites prohibit use of air horn in their town. Any insight is appreciated

Do you work for the same company I do? They come up with the same lazy excuses. My license plate light needed to be repaired (bad pigtail). I wrote it up 4 times before they finally fixed it (when I stood over the mechanics shoulder the whole time).

393.81 Horn - Every bus, truck, truck-tractor, and every driven motor vehicle in driveaway-towaway operations shall be equipped with "a" horn and actuating elements which shall be in such condition as to give an adequate and reliable warning signal.

This is a Federal requirement; I don't know if California has a higher standard.

I worked for a company in 2007 and all the "city horn" in the trucks were disconnected. I was fine with that cuz I did my logbook on the steering wheel and I didn't want the horn blowing unintentionally. Another company I worked for the "city horn" was connected and I couldn't disassembly the steering wheel to get to the stupid thing.
