There's a whole lot more to a steer axle being rated for and being legal for a specific weight other than the side wall capacity rating. The greater the capacity the bigger the axle, the bigger the springs and the bigger the steering components including wheel bearings. Loading a 12,000 lb rated axle to 16,000 lbs just because you added the 16,000 lb tires to the axle is insanity.
