I was in a scale in New Jersey a few years ago when a guy was pulled in pulling a small box truck. It had about a 12' box on it. He argued with the DOT guy that he didn't need a log book because he wasn't traveling that far and had a small truck. He was out of Baltimore. He got a ticket because he was crossing state lines. And as far as I know you cannot get your CDL without having a current DOT physical.
