If I got a red and the scales were closed, I'd go and bypass it. Sometimes they put the barriers up to keep trucks from parking overnight in some scales, and that would suck to unexpectedly have 2 or 3 in fron of my rig. If I saw a truck or two pulling in, I would be inclined to go into the scales.
Recently, as I headed west into AZ on 40 I got the red, but the illuminated signs said to bypass. Knowing that scale is open, I went in and they just did a routine (almost) rolling check for cab cards, insurance, etc. I asked if I did the right thing and the lady said yes.
So, red light, bypass ok, scale open, go in.
Red light, scale visibly and obviously close, bypass.
Anytime a ramp is backed up on the highway or considerably on the shoulder, I bypass. I won't have a minivan full of a family with a drowsy driver slam bam me cuz the scale line moves slow. I'll take the ticket before I'd put myself in that situation.
