I went thru OR. and Wa. about 2 weeks ago and no one ever stopped to check if I had chains. Not even at the scales. Than again the weather was nice and dry the whole time I went thru there. I know in Wa. you are supposed to carry them till April 1st or 15th I think. In WY. you don't have to carry them but you do have to put them on if the chain laws are up. You can buy a good set of used ones for around 80.00 or new ones for 180.00. The best thing to do if you are running the northwest is to keep an eye on the weather channel and try to go in there before the storm hits and leave after it has left and before the next one moves in. As long as there are no chain laws in effect I don't think anyone cares if you are carrying them unless there is some kind of a crackdown going on.
