The trailer I'm currently pulling, a Utility step deck, has a sticker on it that says straps with flat hooks will be secured to the lower flange of the rub rail.
As for straps outside the rubrails, the current interpretation of the securement regs says inside or outside, it doesn't matter.

I find it incredible that a trainer doesn't know that many brands of trailers now intend the rub rail to be used as a securement point. It is NOT illegal if the mfg. intends for it to be used as such.

you are right snake ize, I have a copy of it on board since they changed it last year (rub rail rule)just incase but I have yet to have DOT say anything to me even before the change. Some loads like sheet rock, osb, particle board if you put the strap thru the rub rail it will break the bottom of the product,.

This depends on the width of your trailer. I find that the 102" trailers usually don't have this problem.
