In Rochester, I think WM dumps wherever they happen to be closest to - High Acres, Mill Seat (in Bergen) or the transfer station (Emerson/Lee).
I'd take the transfer station over a landfill any day of the week. When I drove dump trucks, I had to take a couple of loads into Mill Seat - I almost lost my cookies up on top of the pile, and it wasn't even a hot day. Hell, I roll up the windows when I go by on 490.
