Its ok, you can defend Texas, most people who have never been further than the driveway always say how great it is. :wink: Seriously, as much as I hate Texas, I do like making the run out to Laredo and back. Easy state, without alot of hassles

Here is what Mr Dial had to say. it's clear as mud now.
In Part 393.76(e)(1), it states you have to have adequate bed-clothing and blankets. If you don't have these items on your mattress, you would be in violation. If you were to receive a citation for this violation, the amount of the fine would depend on which state you are in. Most states have State Laws that set what the maximum fines can be for violations of the DOT Regulations. There is not Federal fine structure. Thanks for the question. Hope this helps.
