usually 19 for north-south and 17 for east west but there's always an exception to the rule :P

They used to have a dividing line for channels between North and south and sometimes it got so confusing you'd have to run through all the channels to find out where the hell everybody was :P

It is channel 19 for all of California except when you are on the I-5. When you are traveling I-5 north past the I-210 freeway in Sylmar, CA. it switches to channel 15 till you get to Hwy 46, Lost Hills, CA then it switches to channel 17. Use the same formula going back southbound.
