Token Trailer?

For our CAD friends in Texas, what in the world is that? I saw it on a flatbedder's trailer tags. Reading the Texas DMV site, it isn't very informative.

So it's just Texas trying to be all fancy with the name instead of something like VA has that is Permanent Trailer.
