I was going to respond to Mr. Ford earlier that this was definitely a PennDot truck... but not a "motorist assist" type vehicle. Still... he (they all) should carry jumper cables.

I'm not sure whose jumper cables they are. I don't think they belong to the trucker, but I could be wrong.

I was just having a bit of fun with my first two comments. I see in your MIRROR that there was already a truck parked along the outer curb in the CAR area. I also noticed in your pics that the spaces being blocked by the "helper" trucker were HANDICAP spots! He's lucky he didn't get a ticket!

When I FIRST saw the title of your thread, and looked at the pictures without my "legal eye" on... I just thought the dude was SO tired, that he just pulled in there and "parked" the nose of his tractor to get some sleep! I've SEEN such things before.

SOME truckers push their HOS limits AND their physical limits too far. I really hate to see that. THIS driver was probably just trying to do the right thing... be a "highway hero" and it wasn't the smartest thing he ever did. But, who knows.... he might be a fine and safe driver.
