That did actually happen on I-68 in Morgantown, WV about 10-15 years ago. He hit the ramp, kept going, went over the top and flew through the air to the bottom, where the truck was completely destroyed and the driver was killed.

this happened in carbon county, pa:

runaway truck does a front flip. driver survives!

I've always been skeptical of how they design the ramps that have the stepped bump style design.

Personally I don't see how any responsible driver could loose control on a downgrade short of some sort of mechanical failure, or lack of a jake possibly.
