All first responders, in any emergency vehicle, even their own with lights and sirens, must obey the laws. They can not plow through an intersection. They have to "clear the intersection" first. Which means, they have to stop and proceed cautiously once they are certain oncoming traffic has yeilded...with even a green light for that matter. So, basically BOTH emergency vehicles should have paused at that intersection, enough to know it was clear!!
The lights and sirens for that matter are only "requesting" other drivers to yield the right of way to them. They also both looked like they were going a bit fast as well, considering the highly congested location. That also was a construction zone, and pedestrians were visible on the sidewalks.
If this were a 4-6 lane intersection, they must clear each lane. You would see the value in that, if there were several occupied lanes. Anyway...in this scenario...I fault BOTH.
