Occidental in S.America, we sent troops in to "protect" their pipeline from guerilla groups, helped train the new "para-military" which some say are now worse than the guerillas. Yes, Algore family has owned alot of Occidental, it is the foundation of their families wealth. Al's father after retiring from the Senate, may have even been CEO of Occidental, can't remember, sorry.
There nis nothing wrong with domestic drilling, the problem arises from the oil companies staunch refusal to abide by any enviromental laws what so ever. They want it 100% their way. But it is still cheaper to drill overseas, with cheap labor and no enviromental laws where they can pollute the land as they see fit. A large west texas gas field discovered some 15-20 years ago. The land was irrigated, grew plenty of wheat, cotton, beans. But the drillers sapped the underlying aquifer dry, no one is coming in a telling them how to drill! Now the area is a arid waste land, nothing grows there.

Do not know if this was touch on already or not! Do not have time to read all the post!
Stopping the flow of old to the SPR will have no effect whatsoever on the price of gas or diesel! First, most refineries, speaking for mostly Texas and Louisiana, since I have contacts at many of those, are actually overstocked with crude! Second, the problem, other than the speculators and a few rich a-holes that are killing this country, there is not the productions capacity to keep up! Unless: We stop exporting, what is it 50 or more percent of the gas and diesel produced! Why the heck is it being sold outside of our boundaries for less than what we pay for it! Hmm, will have to finish later, too tired to type properly and think! ugghhh!
