Thank all of you for playing, but all answers thus far given are wrong.
This truck is equiped with a device that, according to federal mandate, must be included on all trucks by the year 2009. What you are in fact seeing on this truck is a T.O.F.E.V. D., otherwise known as a Truck Occupant Flatulance Emission Ventalation Device; it is designed to provide improved air quality to the co-driver, who may be trying to sleep in the bunk after the driver of the truck has let loose with an S.B.D., or a loud "wet one". This device works with an enhanced computer system to not only improce air quality in the truck, but to monitor, record the air quality, and transmit the findings to a tracking satelite as well. This is accomplishes by incorporating another federaly mandated device called the Federal Air Recording Transmiting Sensor Modulated Electronic Logging Level Emissions Recorder System, also known as a F.A.R.T S.M.E.L.L.E.R.S.

Dang little kids learned that garage door opener's were able to activate the shock collar. ...but I have to wonder how this thing malfunctions.

a fan for an APU? what's a PTO? a friend thought it was to cool an automatic transmission but it didn't seem right.
