Default Insurance Approved Training Course in Ontario

Has anyone heard of a mandatory requirement for new drivers or even experienced UK drivers wanting to work in Canada to undertake a 5 week "Insurance Approved" truck driver training course thru a training School before the major carriers will employ them. The course fees are around $5,000 Cdn and even a UK T-T driver with say 10 years experience of Uk & Europe is required to sit the whole course. The think I cant fathom is that the DOT Ontario Driving test hasnt changed to reflect the "insurance approved " status of the training and is in fact very easy compared to the UK test that drivers have already had to pass anyway.

Is it a ruse to obtain tuition fees that may not really be necessary or is it a legitimate way of raising driving standards for newcomers?
