All I do is Find the Loads and Book the Loads, the O/O gets paid by the broker / shipper then submits a fee of 7% to me for finding his load and handling what ever paperwork is necessary to book it. He runs under his own authority, carries his own insurance and is responsible for all applicable taxes, etc. In reality I am actually "Working for the O/O" as a contract employee. - Hope this helps.

Maybe AIPBA will get to you also. Under FMCSA doing that for more than one carrier falls under brokering. Get licensed like the rest of us.
