I've got a 99 Volvo with a broken cable that releases the steering wheel to tilt and telescope. The wheel locked all the way up, as it broke. I can see the end of the cable, opposite the release pedal, but cannot get at it with the wheel up. Pulling on the cable will not release the wheel. You can barely touch the lever the cable goes through, much less work it. I believe it could be accessed IF the wheel were down. Ideas ? HELP-- Please !!

Attach new cable to old cable, and pull it above the steering wheel. I think that's how my dad did it.

It's a total bitch. Could take you a whole weekend.
