If you're talking about something like what Verizon offers, there's a little filter that goes in line. In case of a thunderstorm, a lightening strike can blow the filter and after that, unless you buy a replacement, when the phone rings, it will knock you off line. And, the little buggers aren't cheap either.

I would think that you could plug the whole shebang into a surge suppression device and prevent that from happening. Worth looking into!
