Looks like the DOT is conducting an audit to see how much time carriers spend at shipping and receiving facilities due to loading and unloading delays.
"The FAST Act directs the Federal Motor Carrier Safety Administration to issue regulations on collecting data on loading and unloading delays. It also directs OIG to report on the impact of those delays in areas such as the economy and efficiency of the transportation system"

Yep, this was part of Congress jumping on the FMCSA and DOT about all the new laws and rules they rolled out before Congress stepped in and quashed those laws and rules until they did what they said they would do. Congress held their feet to the fire a bit and forced them to follow thru or everything would be deemed unenforceable permanently by Congress.

And for your ability to sniff out bull****. Please don't be a stranger on the board! Gotta let these prospective/newby drivers know the truth!

I'm very lucky, I pick up and drop at the same place so I average about 20 minutes at the shipper/consignee BUT I still remember sitting at a food warehouse for almost 24 hrs because I stepped across the yellow line! WTF! If I ever lose this gig I will NOT go back OTR because of the hurry up and wait.
