Default Tractor and Trailer Annual Inspections.

Who is suppose to keep track of annual inspections? Is it the drivers responsible to make sure they are done before the previous inspection expires? What are the penalty for the driver and or the company if found on road side to have expired?

I own my truck and trailer. My trailer inspection was 2 days past due and I was stopped for a inspection. The fine was $98.50 and they told me to get inspection as soon as possible and they sent me down the road.
