are/were you over in the vicinity of princess/84th street/pima/frank lloyd wright/loop 101? even then, i doubt arizona has anti-idling policies in place. it's the freaking desert for fark's sakes, and it's the summer time.
by the way, if you were, you were within 2 miles of mi casa. :P just don't let the scottsdale pd catch you doing anything stupid. they're super bored. they'll jump on anything they can.

Technically Maricopa county does have idling restrictions but if you are complying with HOS requirements you are exempt. Been this way for years. I have spent a lot of time in the Phoenix area over the years and have never been hassled for idling my truck in a truck stop, truck terminal, or warehouse area.

If you deliver to the USPS distribution center in Phoenix they will warn you about the 5 min. idle law there in town. Will also tell you that the city police cruise through there checking. Didn't really belive the cruiser part, but did see a city ordinance posted about idling.

They'd rather pull dead bodies out of a truck than to let them keep the heat below boiling inside the trucks.
