Default Starting out as O/O

I finally started out on the road to O/O finally after driving for a few companies and being burned on pay and mistreatment from dispatchers that don't care about driving rules forcing me to cheat on log book, and so on and so forth. It is my CDL, not theirs. i want to protect it and drive.

Will I need a driver qualification and drug testing consortium right away, or can i get that done afterward and what's the best way to go about it? is it a yearly thing to maintain? like many who just got their dot/mc # i been getting a lot of calls from predatory compliance services telemarketers offering me their 'help' to 'stay' compliant and 'be prepared' for entrant safety inspection(at a large fee). i dont trust those who call me pushing services and asking to act 'right now' and give them payment over the phone right away.
