Default Intrastate Authority Question

Does a carrier need intrastate authority in states where it does not operate an office? I am located in North Eastern PA, and have authority to go into Ny state, but if I want to run loads inside NY state, or any other state, does one need that specific states authority, or only if you maintain an office there? IN PA, I need a DOT number, and also a Public Utilities Comission number to do intrastate.

I live in PA as well and have a PUC number. Some states you need it and others you dont.
