There are some loads that will do that, no matter how you cover it. And, when you have one, keep an eye on your bungees. You're likely to break a few. Back when I pulled loads out of Marquip Corp, most of them did that. And, the shipper was the one that tarped most of the loads. They had their own OVER-SIZED tarps that covered a 50' load with just one tarp. But, there were a whole lot of air spaces in the load. If I covered lumber or brick, it would stay nice and tight. If I covered equipment, it did what it wanted.
