Truck heading to Houston, I was going to try and get a load down into the valley but someone just told me that I can't haul within the state of Texas without some permission.
Is this true?

What are you wanting to carry down there?
Fuzzy memory is saying something to me about alcoholic beverages, but as far as i know there are none in Texas as long as you are legal for intersate commerce. You might want to give a local DPS office a call and ask them.

I just converted my Texas DOT to a permanent TX UCR registration. It is my understanding that if you are currently set up with UCR that you may not need the Tx DOT number. I believe the key is whether you are considered an interstate or intrastate carrier.
