To answer the question about straps. It is stated in the DOT rules that you may strap on the outside if you must. It says you must strap inside if possible, but if required you can go outside. You can find it on the DOT website. I am sure you will get arguments from some DOT officers, but read up and you can give them the correct rule # to get youself out of a ticket. If and when I run flatbed I always put straps on inside when possible. I am sure we all do as much as we can to make our loads secure and safe.
