yes could someone tell me the best site for me to get a processing agent to file my boc-3 form thanks

www.ooida.com. If you are a member they will act as your registered agent and file your boc-3 at no charge.

The service is a one time fee. Does ooida still handle it if you don't pay your dues one year?

I don't think they do unless you are a current member. I believe they have a promotion going on right now so that you can renew your membership for $25. It will probably cost more than that for a service to handle it for you. The regular membership dues are $45/yr.
