Default what Is this lever?

Okay I hope you all can forgive my ignorance, but I am stumped. What is that lever(dip stick looking)positioned under my drivers side just above battery case? It can be moved driver to pasenger side about 6-8 inches. The end of it contects to two valves with 1/2 inch rubber hoses. It is all mounted on the top rear of my tranny. I drive a 06 classic with cat c-15/13 spd thanks guys and gals

It sounds like the train horn lever. Most guys have them inside the cab.
