Same thing with construction zones. Start giving out tickets and word gets around quick.

In general and in principle, I agree with those who suggest stronger enforcement of existing laws should be enough. Not this time. Most of the new breed of offenders were weened on the phone and spend more time on it than they do behind the wheel. The phone is second nature to them as much as driving is second nature to (most of) us.

I would say, in order of priority . .

1. More severe penalties as in OUI/DWI/DUI

2. Aggressive enforcement

3. Specific laws

I would like to see cell phones set up so they do not work when moving faster than 10 miles per hour. They all have gps in them now. It wouldn't be that hard to do. That's the only way you will stop it. Even then people would figure out how to hack the phones.

How do you handle the case where the phone that is being used by a passenger?
