logbooks 70 hr recap

I've been arguing this with someone else. Is the 70 hr recap mandatory? This guy says that the recap in the front of your logbook is optional, but the recap on the actual log page is mandatory. There are log sheets out there that don't even have a recap on them, so I can't believe it is mandatory?
I know I never kept a recap while driving for Maverick..their logs didn't have one either, only the front cover of the book. Is it mandatory or not? Thanks, Arky

No the recaps, front cover or the one's on the log sheet, are only for the benefit of the driver. The FMCSA do not require they be completed.
Some companies on the other hand do require their drivers to use the recaps.
