The above reference doesn't apply to buses. It applies to property carrying vehicles that do NOT require a CDL, allowing for a 150 mile radius instead of the usual 100 mile. It is ONE of the two options under "short haul" provisions. And the question first posted doesn't come from that paragraph.

I think you may be looking for this:
395.1 (e) 1 (iii) (B) and (iv) (B): [Short haul provisions] A driver is EXEMPT from the requirements of part 395.8 (filling out logbooks) when.... "A passenger carrying CMV driver does NOT exceed 12 hours on duty and 10 hours maximum driving time following 8 consecutive hours off duty..."
In other words, the way the question is worded, it obviously DOES refer to "bus drivers" and is saying that if you exceed either 12 hours on duty OR 10 hours driving, you violate the HOS rules and are no longer exempt from filling out a log.
Since the original question mentions DUTY time.... the answer would be 12.
