Illinois to have uniform speed limit-65mph?

The Illinois legislature passed a bill to create a uniform speed limit of 65 mph for both cars and trucks in most of the state (except the Chicago area) a couple of weeks ago.
They sent the bill to the governor.
Has he signed it? How long does he have to sign/veto it?
If signed, it will take effect 1/1/2010.

OK The governor of IL finally signed the bill into law in mid-August...
Illinois will be 65 for cars and trucks beginning 1/1/10 with the exception of certain Chicago-area counties.
