I am not sure what the exact costs would be but I bet it wouldnt add up to $37,000. We bid a 40 mile haul at $15,000 (which included $2500 for police escorts). The customer found someone to do it for $5000. You get what you pay for I guess.

In Pennsylvania anything over 200,000 pounds is considered a super load. I don't know what the cost would be but you would need to go direct to the state for the permit. Just for a heavy load the rate runs $26 plus $0.03/pound over the legal limit. According to my permit service super load permits must come direct from the state of Pennsylvania. If you want to get an exact cost you can call them directly at 717-787-4680 Kimberly Davis or Kathy Greco 717-787-7269. Both are in Harrisburg and handle super loads. Sometimes these loads require a survey before issuing a permit. This type of load requires a lot of preparation. Laws and costs can vary from one state to another. In any case, I am sure the cost would have been much less than the fines.
