As far as giving your SS# at a scale would be during a driver inspection. I couldn't tell you how many times I've been asked for my # by the DOT.

Well, they must have suspected something to ask him for it or does MD have your SSN on your license? I know VA USED to do that, your License ID was your SSN until about 6 years ago.
