Some more flag flying rules:
The US flag should always be displayed on the right of a group of flags. When you view the flags, the US flag should always be to your left. When displayed this way, the flags can be displayed at equal heights but the US flag must not be flown BELOW a state or other nations flag. If a US flag is flown on a pole with another flag, it should always be on top, however private organization flags should never be displayed on the same pole as the US flag.
The left to right display order (from the perspective of the viewer) on equal height poles are as follows:
# The flag of the United States.
# Foreign national flags. (Normally, these are displayed in alphabetical order using the English alphabet.)
# Flag of the President of the United States of America.
# POW/MIA flag
# State flags. Normally, state flags are displayed in order of admittance of the State to the Union. However, they may also be displayed in alphabetical order using the English alphabet.
#Territorial flags. The same display rules for state flags apply here.
# Military flags. The display order is as follows: Army, Marine Corps, Navy, Air Force, Coast Guard.
# Other flags (city, county, private, etc.)
However, there is an exception to the equal height rules If a group of flagpoles contains a center pole that is higher than the rest, the US flag is supposed to displayed on the higher pole and the other flags must follow the "left to right" display rules. However, this applies only to state/military/other flags, NOT international flags. International convention dictates that a group of international flags should never have one higher than another.
In other words, it's perfectly acceptable to fly the US flag at equal heights to foreign flags as long as the "left to right" rules are followed. If Werner had the flags displayed in any order other than US-Canada-Mexico, then they are displaying them improperly.
