It should not only be legal, but it should be a requirement that people with luggage in the overhead bins on airplanes be stapled to their seats until those people who don't feel the need to clog the aisles as people are attempting to deplane have all entered the terminal. Once the people who have sensibly checked their luggage have left, two people will board the plane, one with a staple puller and pliers (there are always a few staples that refuse to come out straight), the other with bandages.

Whatever it is that the government does, sensible Americans would prefer that the government does it to somebody else. This is the idea behind foreign policy.
