Default Does anyone know anything about converting CDL in South Carolina?

I currently live in MA, got my CDL here and will be moving to SC.
I do not currently use my CDL for work.

I read in the SC RMV web site about converting my license to SC and one of the requirements is:

- Submit proof of liability insurance from a company licensed to do business in this state

Does anyone know what this means? Can I not just have my CDL in SC without using it for my work?

Your question is unique. I would think you could but hopefully someone from SC will see this and give a more definitive answer.
