Default Flywheel or Starter?

I was wondering if someone could help identify a problem I'm having. I own a 2000 Peterbilt tri-axle dump truck with a Cat 3126-B engine. It has 464000 miles on it. About 3 months ago I had the starter replaced and 2 batteries. At the time the mechanic informed me that I would soon experience some flywheel problems because the one in the truck had some sort of damage to it from a previous owner. Yesterday when I was loaded and winding out at about 1900 rpms I noticed a loud shrill sound that took about 8 or 10 seconds or so to stop. Also when I shut the motor down last night it wanted to continue running while making that Godawful noise. I had to put it in gear and hold the brake and slowly release the clutch to choke it off. If it is the flywheel can someone tell me what the app. cost would be to have it replaced?

Doesn't sound like the flywheel, the loud shrill sound when you wind it out is probably loose fan belts.

The flywheel wound NOT cuase it to keep running.

If the flywheel is bad it only means that some of the teeth are broken off, which could cause the starter NOT to engage and not start.

Replacing the flywheel is like doing a clutch, probably in the $1200 to $1600 range.

The engine run-on is likely caused by a fuel problem ie; the engine keeps getting fuel after shutting down. This may be due to a fuel solenoid malfunctioning. Which is not that hard to diagnose and fix.
I am sure there are others here that can help you more than I can.

The mechanic probably saw starter drive to ring gear wear.

Starter engagement is the only thing I can think of that would cause both symptoms... but seems unlikely ?

Did it ever make that noise before the starter was replaced ?

On our Cummins, we had a mounting bolt break off and once in a while, the starter would hang in. I noticed it while moving it around the yard, that shrill noise and when I shut the key off, it went back to cranking the engine. Might or might not be your problem.

I think that is my problem too. I just put it in the shop and was told that a engine mount had broken off. So hopefully that's gonna solve my problem.
