On page 39, of my Hazardous Materials Compliance Book, it states:
9. For Class 9, a CLASS 9 placard is not required for domestic transportation, including that portion of international transportation, defined in 171.8 of this subchapter, which occurs within the United States. However, a bulk package must be marked with the appropriate identification number on a CLASS 9 placard, an Orange Panel, or a white square-on-point display configuration as required by subpart D of this part.
To me, this is "government double speak" for....if its 1001 lbs or more, the freaking placards go on the trailer.....unless of course the shipper can provide conclusive proof with a current copy of Federal Regulations that the product is exempt from placarding.... Or my Safety Department says its OK... Bottom line....if the product poses a hazard, it gets a placard. If they have an X in the HM column or an RQ....its not arguable on their part.
If its "non-hazardous" there will be no X or RQ.
