Default DA of the week

Hey i saw something the other day the driver qualifys for DA of the week. I saw a flatbedder going down the road with a loaded flatbed with no headache or bulkhead on. I thought the CVSA or dot required either or on either the truck or trailer in order to pull loaded flatbeds.

i dont pull flat...but ive never heard of that and have seen plenty of trucks w/out either

They removed this requirement.
