The current statement from customs says you must have a passport. The SCOTUS has written a decision that if you prove you are a resident and citizen, they cannot deny you entry. So based on that fact, just your drivers license and birth certificate are acceptable.
And before anyone tells me you can never get it to work, yes you can and I do use just them.
You need a scac code for getting into the US and the respective customs account as well. Unless this is provided by the customs broker or carrier if you are leased on to someone.
You need a PARS code and connected account for going into Canada.
