Bolt cutters will work in a pinch. But most receivers use a die grinder. As a rule high security seals shouldn't be removed by the driver... they get a bit ticked at you if you do remove them.

A driver should never remove any kind of security seal without permission. With that said I have had to remove bolt seals many times over the years. While considered a "high security" seal I have had them placed on trailers with cargoes as common as toilet paper and canned food items.
I refuse to answer how I did it earlier today. But I know there must be an easier way.
let me guess. you took a screwdriver, held it against the bolt, bracing it against the door and then banged away at it with a hammer? :P muttering and cursing under your breath and then finally outloud when it took forever and you cracked the plastic on the scewdriver handle? ops:
